Dear sir/mdm: May i ask about the Main Upgrading Programme (MUP) imposed by the HDB. Recently i have paid 5 % of the cost to buy a shop commercial property under the HDB. In the statement from the HDB, main upgrading programme had completed in year 2009 and the cost of the programme is estimated at S$80,000, but the actual bill still not available when ask till today. In the HDB statement, it is stated that when the actual bill is available the cost of the MUP has to be bear by who ever is the new owner. Since the sale and purchase has not completed, i have ask the HDB for the bill but HBD reply that the bill will not be ready even few months later. Is that fair that the bill can not be ready when the MUP was done 4 years ago? Is it logical to impose MUP to the new owner when the upgrading was done 4 years ago.?
Can you advise what should I do before the S & P is over by August 2012, a time after i will have to pay for the MUP instead to be bear by the current vendor. Thanks.
