I want to rent whole residential building to run an student hostel, is there any good suggestion near down town?

That probably wont be a very good idea. A student hostel involves alot of A&A and capex to furnish up the development. In addition it will also require alot of to-and-fro for URA checks and permissions etc. Rather it would be more pertinent if you purchase a suitably sized commercial facility with checks done for in-principal approval for use as a student hostel.
