The government will pilot the Enterprise District concept in Punggol (pictured), whereby a master developer will have more flexibility to curate the district’s tenant mix to achieve a more integrated ecosystem to meet the demand of the future economy.
With JTC as the master developer, the Enterprise District in Punggol will focus on the cyber-security and digital media industries.
The Enterprise District supports a district-level gross floor area (GFA) quantum control for each land use, instead of the current zoning approach which specifies land use and density for individual sites.
As such, each land parcel will be allocated its own combination of different uses by a master developer, as long as the total GFA for each use does not exceed the quantum at the district level. This will give companies access to shared facilities and collaborative spaces.
“For example, since SIT’s campus and the JTC’s business parks are located side by side, we can have closer integration of the facilities. SIT’s research labs, incubator spaces and learning facilities can be located inside JTC business park buildings and shared with the industry,” said National Development Minister Lawrence Wong, who was quoted by Channel NewsAsia.
“At the same time, SIT can host industry research and development facilities and start-up spaces within their buildings.”
He revealed that the master developer can also comprehensively implement good pedestrian connectivity and public spaces.
“Traditionally, a desired network of public spaces and connectivity links can only be realised over a long period of time as the various land parcels are developed over time,” said Wong.
“With a Master Developer overseeing the implementation of an enterprise district, the key pedestrian routes and public spaces can be identified upfront, and a more comprehensive network implemented.”
