Street vendors at Waterloo Mall will soon be issued a Temporary Occupation Licence (TOL) for their allocated lots, as part of the government effort to improve public health and safety.
In a joint release, the Singapore Land Authority (SLA), along with the Urban Redevelopment Authority (URA) and the Singapore Food Agency (SFA), noted that the pedestrian mall is often filled with stall setups as well as discarded boxes which obstruct the pathways.
“These are not conducive to both the street vendors and visitors to the area, and are potential fire hazards as they obstruct fire engine access along Waterloo Mall,” they said.
“The congregation of the street vendors in close proximity also poses public health and safety concerns in view of the ongoing COVID-19 pandemic.”
With these, vendors will be offered designated lots at the pedestrian mall, in which they will have a safe distance between each other.
The agencies revealed that the designated spaces will ensure that fire engines are given clear access during emergencies and that there is a safe distance between each stall.
Currently, there are 19 flower vendors, 19 fortune tellers, two reflexologists and one cobbler plying their trades at the pedestrian mall.
All of them will be allocated a lot, with the allocation “done via balloting to ensure fairness and transparency”.
The vendors will have to move into their designated space from 4 January next year and pay a monthly fee of $48.15, which works out to about $1.60 per day.
“To facilitate this new arrangement, and to help the street vendors during the COVID-19 pandemic, SLA will only start collecting the TOL fee from 1 June 2021,” said the release.
“Vendors who face financial difficulties may approach the SLA for assistance.”
