Two adjoining properties located at 3 and 9 Norris Road have been put up for sale with an indicative price of $16.5 million or $899 per sq ft (psf) based on the combined built-up area of about 18,362 sq ft, revealed sole marketing agent Edmund Tie.
The adjoining freehold properties comprise a three-storey shophouse and a two-storey building, which was the former Ramakrishna Mission building. They occupy a total site area of 751.8 sq m (about 8,092 sq ft) and are being sold on an “as-is-where-is” condition.
Edmund Tie noted that the shophouse is zoned for “Commercial” use under the 2019 Master Plan, while the adjoining building is zoned for “Civic & Community Institution” use under the Little India Historic District.

Situated near the junction of Norris Road and Serangoon Road thoroughfare, the two properties are within 400 metres to Jalan Besar MRT station on the Downtown Line and enjoy a 33-metre frontage along Norris Road.
The marketing agent expects the two properties and their immediate vicinity to benefit from the ongoing transformation and rejuvenation of the Beach Road/Ophir-Rochor Corridor. It pointed that the completion of integrated development Tekka Place and Centrium Square have added buzz to the neighbourhood.
Lee Joo Fee, Associate Director of Investment Advisory at Edmund Tie, said the subject sale offers a rare opportunity to acquire two adjoining properties within the vibrant Little India district.
She underscored that the addition of an adjoining shophouse to the former mission building “creates larger floor plates which allow for more flexibility in terms of layout and design”.
“The subject properties’ strategic city-fringe location within the arts, heritage and cultural district will attract both locals and tourists to ensure a regular stream of footfall to the area,” she said.
Tan Chun Ming, Executive Director of Investment Advisory at Edmund Tie, said the Ramakrishna Mission building “boasts spectacular architecture that traces its roots to early Singapore, and represents a rare piece of heritage that is hard to come by today”.
Built in 1932, the Ramakrishna Mission building at 9 Norris Road served as a first-aid post during World War 2 in the early 1940s. In 1983, it was acquired by the Asian Women’s Welfare Association (AWWA), which used it to run programmes for the underprivileged and disabled Singaporeans until 1999 when the association moved to a new location. The development was gazetted for conservation in October 2006.
The tender for the two properties closes on 4 August.
